A Permit to Fly (PtF) is a document issued when
- a certificate of airworthiness (C of A), according to EASA Part 21 Subpart H, is temporarily invalid, for example as the result of a damage, or
- when a certificate of airworthiness cannot be issued for instance when the aircraft does not comply with the essential requirements for airworthiness,
- or when compliance with those requirements has not yet been shown
but the aircraft is nevertheless capable of performing a safe flight.
Integral element of a PtF is a proper definition of Flight Conditions. Flight Conditions contain the necessary conditions and restrictions (limitations) to perform a safe flight.

Fluggenehmigung und Flugbedingungen
Eine Fluggenehmigung (Permit to Fly, PtF) ist ein Dokument, das ausgestellt wird, wenn
- ein Lufttüchtigkeitszeugnis (C von A) gemäss EASA Part 21 Subpart H vorübergehend ungültig ist, z.B. als Folge eines Schadens, oder
- wenn ein Lufttüchtigkeitszeugnis nicht ausgestellt werden kann, z.B. wenn das Luftfahrzeug die grundlegenden Anforderungen für die Lufttüchtigkeit nicht erfüllt,
- oder wenn die Erfüllung dieser Anforderungen noch nicht nachgewiesen ist,
aber das Flugzeug dennoch in der Lage ist, einen sicheren Flug durchzuführen.
Integraler Bestandteil einer PtF ist eine korrekte Festlegung der Flugbedingungen. Flugbedingungen enthalten die notwendigen Bedingungen und Einschränkungen (Begrenzungen), um einen sicheren Flug durchzuführen.
